From Stellar Deliverable 6.1

STELLAR specification of domain in the TeLearn OA and of related functionalities.

The objective of the Stellar workpackage WP6 is to provide the network with Science 2.0 technologies which challenge is to enhance collaboration in science, especially the sharing of resources, data and results. An Open Archive (OA) plays a central role to successfully take up this challenge by making widely and easily available scientific publications related to a scientific field or to an institution. In the case of Stellar, the objective is to contribute to the implementation of a common instrument for the network, while ensuring the best links with the European and international community. It is then the responsibility of the task T6.2 to specify and implement a Stellar Open Archive and a scientific dissemination portal. This will be achieved by offering services in cooperation with the existing TeLearn OA (www.telearn.org) and by providing the support to researchers in order to facilitate the upload and use of the resources. This task includes “the creation of the scientific portal of STELLAR as a layer of the TeLearn Open Archive, securing the continuity and availability of the archive, monitoring the use of the portal and enhancing its international visibility.” (Stellar DoW p.50)

In this deliverable we will first outline the history of the Open Archive movement and the institutional positions, the main issues and concerns raised by users and the current situation of TEL research. In a second section we will present a picture of Stellar view of the OA based on a questionnaire distributed in the network. A third section will address the issue of delineating the Stellar and TEL domain. With reference to the results of these analyses we will recommend the main specifications of the archive service. Eventually, the conclusion will present a first road map for the task 6.1.
