D5.1: Presents an analysis and mapping of the TEL network (not in terms of an existing formal structure). In general it should map who stakeholders are, the current interactions between them, and identify weaknesses that will allow us later on to form a strategy to reduce fragmentation and facilitate discussion in D5.2.

Specific questions to refer to:

• Which disciplines are involved? Which disciplines should be represented but are not (or only partially represented)? Which inter-disciplinary dialogues are taking place and which are not?

• Which communities are involved? What interactions exist between and within communities? (I am guessing that the term communities is referring to community or researchers, community of learners, etc)

• What is the participation profile and needs of the different entities involved? What do they seek and what can they benefit from entering the STELLAR network?

• Which countries are more active? – not sure if we should refer to this issue, but of we identify countries with a lower participation profile (in 5.1), we can later work to promote a more balanced participation across Europe (D5.2).

• Which should be our specific objectives when structuring the STELLAR network – the DoW already lists these objective, but they can be made more specific based on the analysis.


D5.2: Presents again the objectives of the STELLAR Stakeholders network and describes the strategy, action plan and guidelines that we will apply to achieve these goals, based on our knowledge of the TEL network (from 5.1). This document should be used by us, at least in the first year, as a manual for operating the stakeholder network. All issues regarding filtering, communicating, disseminating, establishing the board/panel/club, etc, should be in this document, while questions such as “who is a TEL stakeholder?” should be answered in D5.1.
